I see the first need would have to be a method of verifying that each person in need of a ride is who he/she is who they claim to be and that each person offering a ride is who he/she claims to be.

first chore would be to set up a central coordinator, who has the time to match rides with riders.

This is the internet and sadly people are not always who they claim to be and not all people have sincere intentions.
